The Community Development Block Grant (CDBG) Program was established by the U.S. Housing and Community Development Act of 1974. This program is administered nationally by the U.S. Deparment of Housing and Urban Development (HUD). The Illinois Community Development Block Grant is known as the Community Development Assistance Program (CDAP). The mission of this program is to assist Illinois communities in meeting their greatest economic and community development needs, with an emphasis on helping communities with substantial low to moderate-income populations.
In order to ensure that state-administered programs meet the intent of the HUD Act, Congress has required that state-administered CDBG programs meet at least one of the following three national objectives:

  • Benefiting low-and-moderate income persons
  • Aid in the prevention or elimination of slums and blight; or
  • Meet other community development needs that pose a serious and immediate threat to the health and welfare of the community.

In addition, HUD’s consolidated plan rules delineate three goals for its CDBG program:

  • Provide decent housing
  • Establish and maintain a stable living environment
  • Expand economic opportunities

The objective of this program is to conserve and expand Illinois’ housing stock to provide decent housing and a suitable living environment for low-and-moderate income individuals and persons with disabilities. Applications will be accepted by the funding source one time during the program year and on a competitive basis.

For the past several years, Crosswalk staff have written and administered several housing rehabilitation grants on behalf of local units of government. Eligible homeowners within designated areas can receive financial assistance in the form of deferred loans and grants. This program is designed to rehabilitate substandard homes with an emphasis on health and safety issues. Some typical repairs under this program include, but are not limited to, ramps, bathroom retrofit, and other items also with mobile and access needs.

Mobility and Accessibility Rehabilitation Services (MARS) Program

The objective of the MARS program component is to fund the rehabilitation of housing units for occupancy by persons with disabilities. Funding is provided through The Department of Commerce and Economic Opportunity (DCEO). Eligible persons with disabilities are pre-selected to receive rehabilitation assistance through this funding.
